General Flood Advisory Under present weather conditions, At 3:00 AM today, the center of Typhoon "OFEL" {USAGI} was estimated based on all available data at 495 km East Northeast of Virac, Catanduanes or 620 km East of Daet, Camarines Norte (14.5°N, 128.7°E) with maximum sustained winds of 120 km/h and gustiness of up to 150 km/h. It is moving Westward at 25 km/h. The 12-hour rainfall forecast is light to occasionally moderate rains and thunderstorms. WATERCOURSES LIKELY TO BE AFFECTED : + **Northern Samar** - Rivers and its tributaries particularly Catarman, Bugko, Pambujan, Catubig, Palapag, Mawo and Gamay. + **Eastern Samar** - Rivers and its tributaries particularly Oras, Dolores, Ulot, Taft, Borongan, Suribao, Llorente, Balangiga and Sulat. + **Biliran** - All rivers and its tributaries + **Samar** - Rivers and its tributaries particularly Basey, Silanga, Calbiga and Jibatan. + **Leyte** - Rivers and its tributaries particularly Sangputan, Palo, Solano (Quilot), Daguitan Marabang, Cadac-an, Bongquirogon, Salug, Pagbangahan, Pagsangahan and Binahaan. + **Southern Leyte** - Rivers and its tributaries particularly Bisay, Himbangan and Pandan. People living near the mountain slopes and in the low lying areas of the above mentioned river systems and the **Local Disaster Risk Reduction and Management Councils** concerned advised to take necessary precautionary measures.
